I'm the developer of both HappyTwitDay and TweetBeep that you mentioned (thanks!). I just finished a new Twitter bot today, @twanslate - Twitter Translator. Follow @twanslate and then send a dm like 'd twanslate fr Where is the bathroom?' and it will send back the french translation.
